Jakarta - World Habitat Day (HHD) which is annually celebrated every first Monday in October, this year falls on October 3, 2016. HHD is commemorated to remind the world of the importance of meeting the needs of housing and settlements that are habitable for all levels of society, and increasing joint responsibility for the future of better human habitats.

Basuki Hadimuljono, Minister of Public Works and Public Housing (PUPR) on the sidelines of his visit to the Bung Karno (GBK) renovation project and the construction of Kemayoran athlete's house, said on Saturday (10/1) the importance of regulation, through planning and financing planned to solve the problem related housing continues to increase urbanization so that it can become the driving force of urban development.

"Because more than 50 percent of our population lives in urban areas, it is necessary to plan the fulfillment of housing, especially in urban areas, so urbanization is no longer a problem but it can be used as a driver of development," he explained.

According to Basuki, in addition to meeting housing problems to cope with the flow of urbanization, other sustainable cities requirement is to create a comfortable and productive city. "Even if the city is productive, if it is uncomfortable, it will not be sustainable especially clean water and sanitation services which is a must for a comfortable and sustainable city," he said.

It is known that UN-Habitat annually sets the theme to be adopted by its member countries. For the year 2016, the theme is 'Housing At The Center', or 'Sustainable Housing City'. The need for housing, especially for low income people, is a priority for the government.

Based on data from the Central Bureau of Statistics (BPS) and National Development Planning Agency (Bappenas) in 2014 and there are 13.5 million families who do not have a home or shelter. That number dropped to 11.4 million by 2015.

Meanwhile, from a number of existing houses, there are still 3.4 million units of uninhabitable houses.

Based on the 2015-2019 RPJMN target, the Government of Indonesia is targeting by the end of 2019 the number of housing backlogs based on the concept of ownership is reduced to 6.8 million units, as well as inhabitable homes reduced to 1.9 million units. The target above is enormous to be able to be provided with the government budget through the APBN.

To achieve the target the Government launched the One Million House Program on April 29, 2015 and then in Central Java. PUPR ministries perform functions, both as regulators, and as housing providers, especially for MBR and as drivers for housing developers through the provision of public utilities, facilities and utilities (PSU) and financing schemes.

In terms of regulation, one that is encouraged is the acceleration and ease of licensing. This is in line with the launch of the Economic Policy Package XIII which cuts 33 permits and stages into 11 permits and recommendations, with the initial processing time of approximately 700 days reduced to 44 days. Through Presidential Instruction No. 3 of 2016 on Simplification of Housing Licensing, Ministry of PUPR gained the mandate to simplify Building Permit (IMB), where it has been stated in PUPR Regulation No. 5 / PRT / M / 2016 on Building IMB.

In the provision of houses for the MBR, in 2015 has been built 100,721 units, consisting of 10,497 units of flats, 6,751 units of special houses and 83,473 units of self-help houses.

In 2016, amid government budget difficulties, currently under construction 110,693 units consisting of 10,458 units of flats, 5,906 units of special houses and 94,229 self-help houses.

In addition, the PUPR Ministry has also provided PSU support for MBR housing, which in 2015 has provided benefits for 29,282 housing units and by 2016 is expected to benefit 26,313 units.

It does not stop there, to increase purchasing power especially low income people, the PUPR Ministry also provides housing finance assistance through KPR-FLPP with fixed interest rate of 5% for 20 years and advance payment.
